Abstract. This paper provides results of an application of a holistic systematic approach of water accounting using remote sensing and GIS coupled with ground water modeling to evaluate water saving options by tracking non-beneficial evaporation in the Liuyuankou Irrigation System (LIS) of China. Groundwater rise is a major issue in the LIS, where groundwater levels have risen alarmingly close to the ground surface (within 1 m) near the Yellow River. The lumped water balance analysis showed high fallow evaporation losses and which need to be reduced for improving water productivity. The seasonal actual evapotranspiration (ETs) was estimated by applying the SEBAL algorithm for eighteen NOAA AVHRR-12 images over the year of 1990–1991. This analysis was aided by the unsupervised land use classification applied to two Landsat 5 TM images of the study area. SEBAL results confirmed that a significant amount (116.7 MCM) of water can be saved by reducing ETs from fallow land which will result in improved water productivity at the irrigation system. The water accounting indicator (for the analysis period) shows that the process fraction per unit of depleted water (PFdepleted) is 0.52 for LIS, meaning that 52% of the depleted water is consumed by agricultural crops and 48% is lost through non-process depletion. Finally, the groundwater modeling was applied to simulate three land use and water management interventions to assess their effectiveness for both water savings and impact on the groundwater in LIS. MODFLOW's Zone Budget code calculates the groundwater budget of user-specified subregions, the exchange of flows between subregions and also calculates a volumetric water budget for the entire model at the end of each time step. The simulation results showed that fallow evaporation could be reduced between 14.2% (25.51 MCM) and 45.3% (81.36 MCM) by interventions such as canal lining and ground water pumping. The reduction in non-beneficial ETs volumes would mean that more water would be available for other uses and it would allow the introduction of more surface water supplies in the area through improved water management strategies. This will ultimately lead to improved water productivity of the LIS system.

Historical surface irrigation of pastures in the Dutch province of Noord-Brabant: visible traces of a failed experiment In the second half of the 19th century, some major changes occurred in the water management of the eastern and southern provinces of the Netherlands. Unlike the low-lying western parts of the Netherlands which were characterised by polders and had a long history of formal water boards, the higher eastern and southern parts of the Netherlands were characterized by brook systems and sandy soils, and had no centralised water boards until 1850. From the 1850s onward, water boards were introduced in these higher regions as well, and agronomical scientists and organisations like the Nederlandse Heidemaatschappij endeavoured for the modernisation of agricultural water management. One of their priorities was the introduction of modern forms of surface irrigation of pastures, in order to increase crop yields. In various places modern irrigation systems were constructed. From the 1900s onward, these systems were abandoned due to the introduction of new chemical fertilizers, among others. This article describes the construction and abandonment of one of these modern irrigation systems that was located in Liempde, in the province of Noord-Brabant. The local farmers were not interested in the new technique, and within a few years the system was transformed in a poplar plantation. Nowadays, the area is part of a nature reserve. Nonetheless, the global layout of the irrigation system is still visible.

This study aims to offer a comprehensive assessment of the impacts of policies and institutional arrangements on irrigation management performance. The case study, the Gezira Scheme, has witnessed a significant decrease in water management performance during recent decades. This situation led to several institutional changes in order to put the system on the right path. The main organizations involved in water management at the scheme are the Ministry of Irrigation & Water Resources (MOIWR), the Sudan Gezira Board (SGB), and the Water Users Associations (WUAs). Different combinations from these organizations were founded to manage the irrigation system. The evaluation of these organizations is based on the data of water supply and cultivated areas from 1970 to 2015. The measured data were compared with two methods: the empirical water order method (Indent) that considers the design criteria of the scheme, and the Crop Water Requirement (CWR) method. Results show that the MOIWR period was the most efficient era, with an average water surplus of 12% compared with the Indent value, while the most critical period (SGB & WUAs) occurred when the water supply increased by 80%. The other periods of the Irrigation Water Corporation (IWC), (SGB & MOIWR), and (WUAs & MOIWR) had witnessed an increase in water supply by 29%, 63%, and 67% respectively. Through these institutional changes, the percentage of excessive water supply jumped from 12% to 80%. Finally, the study provides general recommendations associated with institutional arrangements and policy adoption to improve irrigation system performance.

The Mississippi River Valley Alluvial Aquifer (MRVAA) is being depleted, and practices that improve water stewardship have been developed to reduce drawdown. This study assesses how Mississippi Delta producers changed their perceptions of these practices over time. The analysis employs data from two surveys carried-out in 2012 and 2014 of all Mississippi permittees who held an agricultural well permit drawing from the MRVAA. Focusing on water-saving practices, this study found that producer perception of the usability of flowmeters improved over time. About 80% and 90% more producers growing corn and soybeans, respectively, felt that computerized hole selection was highly efficient. In 2014, 38% of corn and 35% of soybean producers believed that shortened furrow length was a highly efficient practice—up from 21% in corn and 24% in soybean producers in 2012. Approval of irrigation automation, moisture probes, and other irrigation technology rose from 75%of producers in 2012 to 88% by 2014. Favorability toward water-saving practices increased overall between the survey years.
