Use the flood years (1998、2010) the data of the hydrologic information and disaster information, comparative analysis the impact on hydrologic information and disaster information in Dongting Lake area of the Three Gorges Reservoir flood prevention dispatching .The results show that: the inflow of lake into Jingjiang Sankou reduces about 242.61 × 108 m3,the flood level of Hukou Chenglingji lowers 0.82m, the daily average increasing rate of flood peak level slows 0.23m, the over-warning water level duration time reduces 62d; both have saved a great deal of flood control emergency rescue and disaster relief material consumption, manpower input, namely RMB 0.638 x 108yuan, and reduce the lake area flood damage 19.983 x 108yuan; in the process of 5 times flood prevention dispatching of the Three Gorges Reservoir, three times in July to alleviate flood control operation regime, disaster in Dongting Lake area the contribution of the largest, flood control operation effect is not very sensitive in June, and the impound floodwater sums to 80.7×108m3, not only of the lake area is no sense of flood control, but also because the flood retention of reservoir is more, the water of Sankou into the lake is greatly reduced, and Hunan sishui has begun to enter withered period, total amount into the lake gradually reduce, make the Dongting Lake water into withered period early; the ability of the Three Gorges Reservoir flood prevention dispatching operation to the flood prevention function is very limited, from the overall and long-term ways ,to enhance their ability of flood prevention and disaster alleviation of Dongting Lake area is still an important and comprehensive affairs.

Abstract The identification of the water level time lag (WLTL) under the regulation processes is of great significance for environmental impact, flood control, and sediment transport of huge reservoirs. The traditional hydrodynamic method can calculate the flood inflow process and the water level change process along the river channel, but it is difficult to estimate the time difference of the reservoir water level fluctuation to the dispatching process. To quantitatively evaluate the reservoir regulation effect on the WLTL in the Three Gorges Reservoir (TGR), the daily water level data from 2011 to 2017 of five stations in the TGR are analyzed in this paper. The results revealed that there is a significant water level difference along the reservoir from April 1 to October 31. The gap between the end of the reservoir and the Three Gorges Dam (TGD) is the largest, reaching 23.67 m on July 2. The longer the distance from the TGD, the longer the time lag. Furthermore, the WLTL is also different at the four different operating periods of the reservoir in a year. During the low water level operation period and high water level operation period, the time lag is 3 days which is the greatest, while in the water level decline period and water level rise period, the time lag is within 2 days.

Evidence from ecological studies has suggested that alteration of river flows downstream of reservoirs can threaten native aquatic ecosystems. The Three Gorges Reservoir has been controversial since its design and construction stage, and the ecological damage downstream is an important concern. However, protecting long-term health of the river ecosystem has a low priority in reservoir operation compared to other human demands, and is traditionally treated as a constraint of minimum water release. A multi-objective reservoir optimization model incorporating ecological adaption is proposed. Range of variability approach is first used to quantify the hydrological alteration. A satisfying ecological flow scenario is then worked out if it is necessary to take ecological issues into consideration. With the aim of eco-compensation, the reservoir release should be as close to satisfying ecological flow as possible, which is set to be the objective for ecological adaption. Together with other objectives, such as flood control and power generation, a multi-objective optimization model is established, which is optimized by NSGA-II algorithm. Results not only provide the operational references in both wet and dry years, but also illustrate the negative impacts on the river ecosystem by reservoirs can be alleviated with low economic cost. Quantitative relationships among different objectives can also be used for trading markets.

Aiming at related demands on ecological environmental protection and increasingly serious situation of harmful aquatic plants so far, through field observation, investigation, analysis and literature review; firstly, the features of harmful aquatic plants in the Three Gorges Reservoir Area were analyzed, involving physiology and structure, distribution, propagation, water level cycle laternating, etc; then the various hazards of harmful aquatic plants in the Three Gorges Reservoir Area were studied, including operation of hydroelectric power hub and flood control, safe navigation of ships, water pollution, breaking the ecological balance and so on; finally, it is pointed out that it is necessary and urgent to develop professional collecting facilities and salvage ships for harmful aquatic plants.

Although there are frequent floods, the need of utilizing the flood-water resource in Yangtze River is becoming increasingly intense. Following the concept of ensuring health Yangtze River and promoting harmony between people and water, the Three Gorges Reservoir is practiced as an example for utilization of floodwater resource based on accurate hydrological forecast and moderately taking the flood control risks.
