In view of the increasing demand for public participation in public affairs, the European Water Framework Directive requires public consultation when drawing up watershed management plans. Implementation of this Directive requires the development of methods for linking the scientific and technical knowledge of experts with the viewpoints expressed by local actors. The objective of this paper is to propose a public consultation method that can be used as early as the preliminary assessment of river basin characteristics, defined by the Directive, and at the scale of sub-watersheds that make up the district. A case study of a watershed in southern France illustrates this method.

Water resources are among the most valuable resources of the natural environment. The sustainable and integrated management of these resources is the basis of European water policy. Pursuant to the Water Framework Directive, all waters in the European Union should achieve a state considered at least good by the year 2015. Just how this objective can be met continues to be a topic of discussions in some of the Member States. There exist serious problems and delays in performing and implementing the provisions of the Directive in most EU countries. What is more, the state of the water economy in several countries, including Poland, has been criticized by the European Commission. Many challenges stand before European water policy. They require solutions on a global and local level. This article presents current key problems and planned directions for EU water policy development, subjected to analysis and assessment. Note is taken on the newest initiative of the European Commission in the area of water policy, especially the plan for protecting Europe’s water resources—the Blueprint to Safeguard Europe’s Water Resources

Water policy-making requires the dedicated involvement of all stakeholders, but difficulties remain for the community sector. This study aims to examine the critical challenges of community involvement in water policy decision-making in Thailand. Both qualitative and quantitative methods used in this research project consisted of 39 interviews with informants from a variety of interested parties and 403 community members from around the East Coast River Basin in Thailand completing a survey questionnaire. The results have shown that although mechanisms to enable community involvement in decision-making, such as public consultation and water-related committees, exist, problems remain within the community sector. The critical challenges lie in the opportunities of being consulted and the sharing of power in water policy-making. Although the networks are important, at the same time, they are also obstructing the community sectors in linking their requirements to a final decision, as well as dealing with politics, policy-makers, and staff who organized the process. Therefore, the government should further develop water committee mechanisms by setting up a comprehensive yet practically easy consultation process so that new or inexperienced community members get an opportunity to practice and learn the vital elements necessary in water policy-making. Further research should be conducted in order to compare the opportunities in water decision-making between communities in rural and urban areas. Studies at the local government level should be carried out, with results used as a mechanism to enable community involvement at higher levels of water policy decision-making.

Collaborative policy-making has increased in New Zealand, and with it has brought new demands for supporting research. As a tool for reflection of projects where both research and societal outcomes of policy and practice change are pursued and multiple knowledges are recognised, we use the Integration and Implementation Sciences framework. We present insights for the design and implementation of transdisciplinary research from the Selwyn Waihora Project, which aimed to produce socially robust information to support land and water policy-making in New Zealand’s South Island.The Selwyn Waihora Project was a research project supporting a collaborative policy-making process to set environmental limits in the Selwyn Waihora catchment in New Zealand’s South Island. In this Design Report we reflect on this project based on data collected from a range of project participants approximately two years after project completion. The data collection was guided by the Integration and Implementation Sciences framework (i2S). On the basis of participant responses, and the authors’ first-hand experiences working on the project, we present insights for transdisciplinary research. Through the questions asked by the i2S framework insights emerged on: what it means to honour community values; the importance of context but that projects can pay too much attention to it; boundary objects to foster integration across multiple knowledge systems; the value of intra-team narratives for translation; the importance of considering the losers of the research; and sharing the burden of uncertainty.
