Natural resource capital is the most important tool in the process of reproduction activity of both enter-prises and all sectors of national economy. Therefore, the impact of the economic component, which ensures the formation of an effective mechanism for the reproduction of such resource capital is of crucial importance in the overall system of socio-economic development of the country. The dynamism of this process is about the progressive development of economy which must ensure the increasing role of natural resource capital in the formation of effective activities of all sectors of the national economy as a whole, including every individual enterprise, regardless the emerging forms of owner-ship. In this regard, the influence of decupling on the formation of a mechanism for the effective reproduction of natural resource capital in the specific agricultural sector becomes extremely important.

In recent years economists have come to see rich natural resource endowments as a "curse" that inevitably slows economic growth. Nonetheless, as the examples of a number of countries show, this situation is not fatal. The article argues that serious challenges posed by resource dependence can be overcome if accompanied by the right economic policies. The paper looks specifically at Russia as a prominent example of a resource-based economy and makes recommendations that would help it to sustain high growth.

The natural-resource assets as a new conceptualized form of natural resources, when it is transitioned from theoretical definition to practical implementation, are a complex management object that requires a balanced approach, given the multi-aspectivity of factors that influence the formation and use of the researched assets. The article is aimed at developing the theoretical and methodological principles to balancing the factors of management of natural-resource assets of the recreation and tourism sphere at the level of the national economy. The article substantiated the following approaches: comprehensive approach – when generalizing social, sociocultural, economic, market, ecological, and geographical factors of formation of these assets, which are considered in connection with recreational ecosystem services against the background of the continuum of reducing the sense of value, as well as the direction of managerial decisions, which take into account in the assessment of natural assets the potential impacts on recreational territories; linear approach of economic-mathematical programming – taking into account the factors of approximation of modeling the recreation and tourism sphere, which uses natural-resource assets, namely: sustainability and traditionality of development, social focus of the market, balance through the possibility of making situational managerial decisions in the conditions of transitive economy, as well as optimization and balancing of interests of subjects of the ecological-economic recreation and tourism activities.

Parameters of National Independence may be observed from economic independence and quality of the available resource, both human resource and natural resource. Indonesia has an advantage both in a demographic and natural resource that varies widely in various rural areas.  Therefore, it is fitting for Indonesia to position the rural as a great power that will contribute to the resilience of the national economy. In line with this principle, the development of rural independence is manifested in a legal codification specifically discussing rural which give output in form of rural Funds and Badan Usaha Milik Desa (BUMDes). The implementation of strengthening rural independence through BUMDes which has been going on for 3 years shows a less significant development by various causes. From the quality of the management of human resources to the business fields that are considered to require new innovations. Welcoming the era of Indonesia 4.0 BUMDes Pay that presented as a village-owned business which is engaged in finance or capital in the form of digital financial service and office-free financial services (Laku Pandai). This service is carried out to become a means of assisting the empowerment of rural communities to strengthen productivity in order to sustain the national economy.
