The idea for a Working Group (WG) on “Future Large Scale Facilities in Astronomy” grew from a discussion held on 20 August, 1994, during the IAU General Assembly in The Hague. The IAU Executive Committee approved its formation in August, 1995, and its composition in October, 1995. The WG will remain active at least until the XXIIIrd General Assembly in Kyoto in 1997. Members are: H. Butcher (Chairman), R. Ekers, B. Fort, N. Kardashev, M. Longair, F. Pacini, L. Rodriguez, G. Swarup, Y. Tanaka, H. Tananbaun, and L. Woltjer (ex officio). The WG carries out its work mostly by email and FAX.

Preliminary results from an experimental study of readers’ perceptions of lexical cohesion and lexical semantic relations in text are presented. Readers agree on a common “core” of groups of related words and exhibit individual differences. The majority of relations reported are “non-classical” (not hyponymy, meronymy, synonymy, or antonymy). A group of commonly used relations is presented. These preliminary results indicate potential for improving both relations existing in lexical resources, and methods dependent on lexical cohesion analysis.Les résultatspréliminaires d’une étude expérimentale sur les perceptions des lecteurs au sujet de la cohésion lexicale et des relations lexicales sémantiques de textes sont présentés. Les lecteurs s’entendent sur un « noyau » commun de groupes de mots reliés et présentent des différences individuelles. La majorité des relations indiquées sont « non classiques » (ni hyponymiques, méronymiques, synonymiques ou antonymiques). Un groupe de relations couramment utilisées est présenté. Ces résultats préliminaires indiquent le potentiel nécessaire pour améliorer aussi bien les relations existant dans les ressources lexicales que les méthodes dépendant de l’analyse de la cohésion lexicale.

The Statute of the International Court of Justice specifies that the nominations of candidates for election to the Court shall be made by “national groups” constituted either by the national groups in the Permanent Court of Arbitration (PGA), or by national groups appointed for this purpose “under the same conditions” as those prescribed for members of the PCA under the Hague Convention of 1907. As of May 1987, about half the member states of the United Nations — seventy-six out of one hundred and fifty-eight — were members of the PCA, but among these only sixty-two had functioning national groups. Official United Nations documents show that a great many national groups from other states, perhaps created on an ad hoc basis for the regular elections to the Court, submit nominations as provided under Article 4(2) of the Statute. Once a candidate has been nominated by one or more national groups, the state of which he is a national is free to decide whether formally to sponsor his candidacy and to seek the support of other states in the elections to be held in the General Assembly and the Security Council.
