The main objectives of the research were such: to define the concept of cold chain as an object of legal regulation; to find out the content and features of the EU legislation on the safety and quality of meat and meat products during cold chain and its use in Ukraine; to characterize the legal bases of the current legislation of Ukraine on ensuring the safety and quality of meat and meat products during cold chain, to formulate proposals and recommendations aimed at improving the national legislation of Ukraine by approximating it to the EU legislation, which sets requirements for the safety and quality of meat and meat products throughout cold chain. To achieve the abovementioned objectives, the following methods were used: comparative legal, analytical, systemic, dialectical, generalizing, specific-search, structural-functional, semantic, methods of deduction and induction, etc. The content and features of the legal regulation of the safety and quality of meat and meat products in the current legislation of the European Union and Ukraine have been clarified. For the first time, the definition of the term 'cold chain' has been proposed by reference to it in author's editorial, which should influence its clearer scientific and practical understanding. It is determined that the temperature regimes of cold processing, storage and transportation of meat and meat products in Ukraine are regulated by a large number of legal acts, in particular: national standards of Ukraine (DSTU), technical regulations, technological instructions, rules of transportation, etc. It is found that national legal acts do not provide a systematic understanding of the particularities of cold chain legal regulation in the meat processing industry in order to ensure the safety and quality of meat and meat products. As a result of departmental inconsistency, the existing storage temperature parameters for the same product type in different legal acts differ from each other, which does not allow to determine the actual storage periods at different stages of the cold chain. In addition, current legal acts in Ukraine do not provide for constant monitoring of the temperature of cold-processed meat and meat products throughout all cold chain units and the hygienic condition of refrigerators throughout the shelf life. As a result, the cold chain is very difficult to be controlled and requires a large number of factors to be taken into account in order to bring safe and high-quality meat and meat products to the end consumer. According to the results of the research, proposals and recommendations are formulated to improve the national legislation of Ukraine governing the cold chain in the meat processing industry.

This paper analyzes the performance of the Hungarian meat processing industry in the wake of the global financial crisis. Between 2011 and 2013 many high-capacity meat processors went bankrupt in Hungary. Possible reasons for that could be unfavorable market situation and inefficiency in production. In this paper, the latter hypothesis is examined. Two different types of production function estimation techniques are used to calculate firm-specific inefficiency estimates. Based on the estimation results, the lower bound of average firm-level efficiency is 0.50, while the upper bound is 0.88. Estimated firm-level inefficiencies are compared to the characteristics of the given firms. Pre-tax profit, company size and domestic ownership are associated with lesser inefficiency. On the other hand, time trend of inefficiencies indicate that the global financial crisis negatively affected the production efficiency of the meat processors. A four-year coordinated wheat research programme was recently conducted with the aim of advancing understanding of wheat processing and quality under the specific conditions of the European Union. The main areas examined included milling quality, starch/gluten separation, the basis of breadmaking quality, the basis of biscuit quality, flour composition, dough development, the genetics of wheat storage proteins and sprouting resistance. The programme produced a range of results which will contribute to developments In the processing industry, wheat breeding and trade.

The focal point of the article is the future of the European Union that has been challenged by the deepest systemic crisis in its history. The world economic and financial crisis became merely a catalyst for those problems that had existed earlier and had not been addressed properly by the EU leadership. The author argues that the EU crisis can be overcome only by new common efforts of its member-states and new integrationist projects.

This chapter examines the evolution of the parliamentary dimension in Mercosur, from its modest beginnings with the Joint Parliamentary Commission to the establishment of the consultative Mercosur Parliament (Parlasur) in 2005. The context for the establishment and empowerment of an international parliamentary institution was favourable in Mercosur. Specifically, the chapter argues that the organization’s initial parliamentarization reflects the combination of international diffusion from the EU and the democratization of member states, while the transition to Parlasur is best explained by a combination of diffusion from the European Union and the financial crisis in the region that occurred around the turn of the century.

Abstract The nation state is discovering the limits of its crisis management capacities. The Ebola and Zika outbreaks, the financial crisis, the downing of flight MH17 over Ukraine, sinking ships overfilled with refugees, cyber-attacks, urban terrorism and existential environmental threats serve as strong reminders of the complex origins and transboundary dimensions of many contemporary crises and disasters. As these transboundary aspects of modern crises become increasingly manifest, the need for international, collaborative responses appears ever clearer. But that collaboration does not always emerge in time (or at all). Even in the European Union, which has various transboundary crisis management mechanisms in place, the willingness to initiate joint crisis responses varies. This observation prompted our research question: Why do states collaborate in response to some transboundary crises but not others? We bring together the crisis and collective action literatures to formulate a theoretical framework that can help answer this question. This article identifies crucial factors that facilitate a possible pathway toward a joint response.

The main scope of the paper is to adopt a fuzzy sets approach for the measurement of multidimensional poverty over a period of eight years, from 2007 to 2015, which takes into account the effect of the 2008 economic and financial crisis. In particular, the focus is on the financial dimension of poverty, and its effects on citizens in the EU Mediterranean Area. The empirical analysis, based on the European Union—Statistics on Income and Living Conditions survey (EU-SILC), covers eight Mediterranean Countries.
