Ecological and environmental governance is vital to global sustainability. The role of energy saving in achieving CO2 emissions reductions is known to be important for environment protection . PPPs governance in DEG can be considered key to driving down traditional energy demand and hence CO2 emissions in the coming sustainable economy. Over the coming decade, Centralized Energy Generation (CEG) will decline relative to Distributed Energy Generation (DEG) such as solarphotovolatic, microturbines, fuel cells, combined heat and power and variety of renewable energy. This shift promises to improve power reliability, deliver cleaner power and avoid significant investments in transmission infrastructure. As an integrated hybrid governance system of sustainability, PPPs enjoys high efficiency of governance via collective efforts of multi-agents involved. In order to promote the governance quality of DEG, it is of importance to harness the advantages of integration of PPPs Governance in DEG project. This paper examined PPPs governance in order to improve efficiency of Distributed Energy Generation, it firstly briefly outlines the profile of PPPs, then illustrates the essentials of good PPPs governance in global DEG governance context. Finally, it draws the conclusion that how to ensure the efficiency of PPPs in collective governance of DEG projects.

Abstract Both high visible transparency and strong solar modulating ability are highly required for energy-saving smart windows, but conventional responsive materials usually have low transparency and narrow solar transmittance range. Herein, we report a significant advance toward the design and fabrication of responsive smart windows by trapping novel V0.8W0.2O2@SiO2 doped poly(N-isopropyl acrylamide) (PNIPAm) thermochromic liquid hydrogel within two glass panels. The smart window is highly transparent to allow solar transmittance at low temperatures, while turns opaque automatically to cut off solar energy gain when exposed in sunlight. With a remarkably low content (1.0wt‰) of dopant, V0.8W0.2O2@SiO2/PNIPAm (VSP) hydrogels exhibit ultrahigh luminous transmittance Tlum of 92.48% and solar modulation ∆Tsol of 77.20%. The superior performance is mainly attributed to that V0.8W0.2O2@SiO2 doping induces PNIPAm particles’ size reduction and internal structure change. W-doping decreases the phase transition temperature (Tc) of VO2 from 68 ºC to ~30 ºC (close to the Tc of PNIPAm), contributing to an unprecedented infrared transmittance modulation. Especially, the smart window shows excellent energy-saving during daytime outdoor demonstrations where practically achievable cooling temperature reaches up to 15.1 ºC. In addition, the smart window exhibits outstanding stability, as embodied by unchanged optical performance even after 100 transparency-opaqueness reversible cycles. This new type of thermochromic hydrogel offering unique advantages of shape-independence, scalability together with soundproof functionality promises potential applications in energy-saving buildings and greenhouses.

This study proposes a modified energy-saving skyhook consisting of active control, energy regeneration, and switch. The modified skyhook coordinates the contradiction between dynamic performance and energy consumption of electromagnetic active suspension. The control principle is analyzed, the switch condition between active control and energy recovery is provided, and the switch control system is designed for simulation. Results demonstrate that the presented strategy can coordinate the dynamic performance and energy consumption effectively. The realization structure, namely, a hybrid electromagnetic actuator, is then designed to satisfy the control requirements. It integrates a linear motor and a hydraulic damper. The linear motor is used for active control or energy regeneration, while the hydraulic damper is used to guarantee basic dynamic performance. The structural dimension of hybrid electromagnetic actuator is optimized to increase air gap flux density with the volume and weight limitation. A prototype is fabricated, and a bench test is conducted. Results show that the structure can satisfy the control requirements. Some errors within a reasonable range are also observed between the test and the simulation because the simulation model is prepared under ideal conditions.
