From pre-Columbian times through to the twentieth century, Dominican children's literature has struggled to define itself due to pressures from outside forces such as imperialism and colonialism. This paper examines the socio-political contexts within Dominican history that determined the kind of literature available to children, which almost exclusively depicted a specific construction of indigeneity, European or Anglo-American characters and settings, in an effort to efface the country's African roots. After the Educational Reform of 1993 was instituted, however, there has been a promising change in the field, as Dominican writers are engaged in producing literature for young people that includes more accurate representations of Blackness and multiculturalism.

The lifespan of perinatally HIV-infected children in South Africa has increased owing to the availability of antiretroviral treatment, allowing growth into adolescence and beyond. There is limited knowledge of the lived realities of adolescents with HIV. This paper, using life story methodology and based on Blessing’s narrative, provides an intersectional, complex view of the experience of one such teenager who is perinatally HIV-positive, was abandoned by his family and is living in a residential care facility. His story powerfully illuminates the specific construction of adolescence in this context, focusing on identity formation and the need for connection. The narrative also points to service providers’ practice when engaged with such youths.

HV bushings are an important part of the equipment of large power transformers, responsible for their many serious (including catastrophic) failures. Their proper exploitation needs to apply correct and reliable diagnostics, e.g., the use of dielectric response methods, that take into account their specific construction and working conditions. In this article, based on laboratory tests carried out on a real bushing, it has been shown that the significant temperature distribution within its core significantly affects the shape of the dielectric response of its insulation; therefore, the approach to its modeling should be changed. Hence, a new method for interpreting the results, using the so-called the 2XY model, is proposed. Subsequently, based on the measurements made on the insulators in operation, a new modeling method was verified. In conclusion, it can be stated that the 2XY model significantly improves the reliability of the dielectric response analysis, which should be confirmed in the future by tests on withdrawn and revised insulators.

The Doel 1 and 2 PWR Nuclear Power Stations are the oldest commercially operating units in Belgium and the last to replace their two Steam Generators. The Doel 2 Steam Generators were replaced in 2004 and those of Doel 1 will be replaced late 2009. The replacement poses a particular challenge as these are the only stations in Belgium requiring the creation of primary and secondary containment opening for the SG exchange operation. Other construction challenges result from the a-typical SG support configuration which dates from the period well before the more or less standardized support configuration as used for later PWR units. The current paper discusses the construction approaches selected to facilitate the exchange operation and to minimize the outage duration and radiation worker exposure. The main particularities of the construction effort concern the secondary containment opening and closing using a structural formwork assembly, the use of containment platforms hanging inside the primary containment allowing for parallel primary and secondary containment reconstruction and the de-activation of some of the primary coolant piping and SG restraints following the licensing acceptance of the Leak Before Break concept for the primary piping. The specific construction options that made the Doel 2 replacement a success will be presented in this paper.

This paper reviews the recent decision of the Israeli Supreme Court in the case of Tbeish v Attorney General, in light of the 1999 landmark Public Committee against Torture in Israel (pcati) case, which prohibited torture and ill-treatment of detainees, but acknowledged necessity as a possible criminal defence for interrogators. Tbeish is not framed as a break from the past, or even as a change in the law, but I argue that it provides a new authorization for torture and ill-treatment. The Court upheld internal guidelines of the Israeli Security Agency (isa) that establish a ‘necessity procedure’ for the application of ‘special interrogation means’. The Court’s specific construction of the guidelines circumvents the unambiguous prohibition in pcati on general rules setting criteria for using special interrogation means, by turning the process into a supposedly ad hoc decision on each individual case without preexisting rules. Nevertheless, this paper argues, the decision approves a system of prior authorization for the use of violent means of interrogations. Creating a framework for an organizational decision, the guidelines relieve interrogators of personal responsibility for potentially unlawful acts by shifting the meaning and function of necessity from a criminal defence to a principle of governmental action. As such, they provide bureaucratic authorization and justification for acts which violate the prohibition against torture.

Protecting of historic roofs is an important part of efforts to protect our cultural heritage. These wooden structures carry a lot of information about the authentic tools, technologies and construction processes. Trusses are generally endangered by many risks that could cause irrecoverable damage and loss of information. In addition to the threat wood destroying insect and fungi, should not be forgotten on fire threats that may start from lightning, through electrical installations, to the burning of the surrounding dry grass areas. Historical wooden trusses are with respect to the old wood, indoor climate, the unavailability or the fact that many national cultural monuments are located outside of the inhabited territories, very susceptible to fires. Nevertheless, there are many methods, which are used for new buildings, but unusable for historical truss, and others were proved to be unsuitable by the time. This article analyses the possibilities of modern firefighting arrangements in the historic truss with regard to the specific construction conditions and with regard to the very rare substructure, which should not be damaged.
