ABSTRACTBackground: The objective of the study was to model urban evacuation into surrounding communities after the detonation of an improvised nuclear device (IND) to assist rural and suburban planners in understanding and effectively planning to address the effects of population surges.Methods: Researchers developed parameters for how far evacuees would travel to escape disasters and factors that would influence choice of destination from studies of historical evacuations, surveys of citizens' evacuation intentions in hypothetical disasters, and semistructured interviews with key informants and emergency preparedness experts. Those parameters became the inputs to a “push-pull” model of how many people would flee in the 4 scenarios and where they would go.Results: The expanded model predicted significant population movements from the New York City borough of Manhattan and counties within 20 km of Manhattan to counties within a 150-mi radius of the assumed IND detonation. It also predicted that even in some communities located far from Manhattan, arriving evacuees would increase the population needing services by 50% to 150%.Conclusions: The results suggest that suburban and rural communities could be overwhelmed by evacuees from their center city following an IND detonation. They also highlight the urgency of educating and communicating with the public about radiation hazards to mitigate panic and hysteria, anticipating the ways in which a mass exodus may disrupt or even cripple rescue and response efforts, and devising creative ways to exercise and drill for an event about which there is great denial and fatalism.(Disaster Med Public Health Preparedness. 2011;5:S143-S150)

The Court of Appeals of New York held, in Council of the City of New York u. Giuliani, slip op. 02634, 1999 WL 179257 (N.Y. Mar. 30, 1999), that New York City may not privatize a public city hospital without state statutory authorization. The court found invalid a sublease of a municipal hospital operated by a public benefit corporation to a private, for-profit entity. The court reasoned that the controlling statute prescribed the operation of a municipal hospital as a government function that must be fulfilled by the public benefit corporation as long as it exists, and nothing short of legislative action could put an end to the corporation's existence.In 1969, the New York State legislature enacted the Health and Hospitals Corporation Act (HHCA), establishing the New York City Health and Hospitals Corporation (HHC) as an attempt to improve the New York City public health system. Thirty years later, on a renewed perception that the public health system was once again lacking, the city administration approved a sublease of Coney Island Hospital from HHC to PHS New York, Inc. (PHS), a private, for-profit entity.

ABSTRACT This paper examines the administrative and accounting reforms coordinated by Herman A. Metz around the turn of the 20th century in New York City. Reform efforts were motivated by deficiencies in administering New York City's finances, including a lack of internal control over monetary resources and operational activities, and opaque financial reports. The activities of Comptroller Metz, who collaborated with institutions such as the New York Bureau of Municipal Research, were paramount in initiating and implementing the administrative and accounting reforms in the city, which contributed to reform efforts across the country. Metz promoted the adoption of functional cost classifications for city departments, developed flowcharts for improved transaction processing, strengthened internal controls, and published the 1909 Manual of Accounting and Business Procedure of the City of New York, which laid the groundwork for transparent financial reports capable of providing vital information about the city's activities and subsidiary units. The friendship between Abraham Joshua Heschel and Reinhold Niebuhr was both personal and intellectual. Neighbours on the Upper West Side of New York City, they walked together in Riverside park and shared personal concerns in private letters; Niebuhr asked Heschel to deliver the eulogy at his funeral. They were bound by shared religious sensibilities as well, including their love of the Hebrew Bible, the irony they saw in American history and in the writings of the Hebrew prophets, and in their commitment to social justice as a duty to God. Heschel arrived in the public sphere later, as a public intellectual with a prophetic voice, much as Niebuhr had been for many decades prior. Niebuhr’s affirmation of the affinities between his and Heschel’s theological scholarship pays tribute to an extraordinary friendship of Protestant and Jew.

This paper suggests to reflect on the waterfront in a nontraditional way, referring to theoretical and methodological assumptions, developed in recent years about “Cities from the Sea” by our research group in the National Research Council of Italy. So the first step is to move from cognitive analysis to proposals and projects. We can refer to the positive experience of New York that is a best practice in approach, strategies and results. The key of this success is a synthesis of the metropolitan vision favored by the public government, the activation of stakeholders to get results of common interest, the involvement of local communities. People was informed and motivated to put a position, they were encouraged to participate and to give a significant contribute to the achievement of results.

AbstractNew York State, in particular the New York City metropolitan area, was the early epicenter of the SARS-CoV-2 pandemic in the United States. Similar to initial pandemic dynamics in many metropolitan areas, multiple introductions from various locations appear to have contributed to the swell of positive cases. However, representation and analysis of samples from New York regions outside the greater New York City area were lacking, as were SARS-CoV-2 genomes from the earliest cases associated with the Westchester County outbreak, which represents the first outbreak recorded in New York State. The Wadsworth Center, the public health laboratory of New York State, sought to characterize the transmission dynamics of SARS-CoV-2 across the entire state of New York from March to September with the addition of over 600 genomes from under-sampled and previously unsampled New York counties and to more fully understand the breadth of the initial outbreak in Westchester County. Additional sequencing confirmed the dominance of B.1 and descendant lineages (collectively referred to as B.1.X) in New York State. Community structure, phylogenetic, and phylogeographic analyses suggested that the Westchester outbreak was associated with continued transmission of the virus throughout the state, even after travel restrictions and the on-pause measures of March, contributing to a substantial proportion of the B.1 transmission clusters as of September 30th, 2020.

To accompany Afong Moy’s presentation of salable goods in New York City in 1834, the Carneses opened an adjoining public exhibition displaying ancient Chinese artifacts—the first such completely public presentation of Chinese objects in America. In the accompanying exhibition catalogue they featured an image of Afong Moy which greatly differed from that of the Risso and Browne lithograph. This exotic personification would follow her on her trips to Philadelphia, the President’s House in Washington, DC, Baltimore, and finally to Charleston where her bound feet were exposed to the public. Afong Moy’s fame quickly spread across the country. Those who could not see her in person learned of her through articles in children’s magazines, read about her in poems, or saw her image in the local newspaper.
